The Role

**About the Division

The Operations Division manages the effective delivery of QRA managed funding programs, including responsibility for overseeing the joint State and Commonwealth Disaster Recovery Funding Arrangements (DRFA) and resilience funded projects by State and Local Government agencies and Non-Government Organisations.

About the Role

Regular contact and engagement (remote and on-site) with councils is essential for the scoping, delivery, monitoring and acquittal of council projects under multiple programs. You’ll be responsible for providing tailored stakeholder support to ensure the timely acquittal of reconstruction and restoration programs for QRA’s portfolio of programs.

Work with the QRA executive to effectively represent QRA’s interests in delivery agent relationships and issues management.
Use influence to lead effective issues identification (progress, delivery, costs and risks), management and solution generation to mitigate risk to QRA, the CEO and executive teams as required.
Represent QRA at local, regional or State Disaster Management Groups.
Monitor the progress of submission development providing guidance or assistance as necessary to facilitate accurate submission and timely lodgement.
Assist applicants with submission development, eligibility, and scoping of projects as necessary to influence submission quality.
Undertake regular on-the-ground site inspections and program reviews to monitor the quality, correctness and completeness of funded works, providing assistance so that delivery reporting requirements are met, and cash flow forecasts representative of the delivery agent’s expenditure are accurately communicated.
Provide technical and project management advice to delivery agents (across QRA administered programs) to enable effective program delivery.
Facilitate constructive and collaborative resolutions between QRA and delivery agencies where disagreement has arisen.
Provide support and training to delivery agents to promote understanding of the Management and Reporting System (MARS) including eligibility, administrative processes, and documentation requirements for disaster recovery funding.
Provide guidance or support to delivery agents with meeting the assurance and audit requirements of various programs.
Gain a local and regional understanding of community profiles, infrastructure, risks and opportunities to assist in the identification and prioritisation of key improvement and resilience projects and initiatives.
Maintain up to date knowledge and awareness of WH&S related policies.
Provide input into the program risk register.
This role reports to the Manager, Liaison.
